In the early morning hours of Thursday, November 2, 2023, a burst of gunfire shattered the relative quiet of the 3400 block of 14th Street, Northwest, in Washington, D.C. When police arrived at the scene in the Columbia Heights neighborhood around 2:08 a.m., they discovered two men suffering from gunshot wounds. One of these men was 29-year-old Johansel Encarnacion, a resident of Northeast D.C. Both victims were immediately transported to a local hospital for medical attention.
