In a burst of late-morning violence on July 18, 2024, Jermaine Proctor, a 50-year-old male, was shot and killed in Washington, D.C. The attack also claimed the life of 29-year-old Lamont Street and left two others wounded, including a 2-year-old girl who was with her daycare class near the scene. The shooting occurred around 11:20 a.m. in the 2200 block of Alabama Avenue, Southeast, where multiple suspects reportedly exited a vehicle and opened fire on a group of men.
The brazen daylight
shooting, which involved nearly 50 shots fired from what police described as assault-style firearms, shocked the community. Proctor was struck in the head during the barrage of gunfire. While authorities have not definitively stated whether Proctor was an intended target, the shooting is believed to have stemmed from a gang dispute. The other injured victim was an adult male who, along with the young girl, was treated for non-life-threatening injuries.
The investigation into the double homicide led to the arrests of three individuals. In November 2024, authorities apprehended 25-year-old Andre Greene, who is believed to have been the getaway driver for the shooters. Evidence presented by prosecutors suggests Greene, an employee at a Hertz in Alexandria, coordinated with the suspects, picked them up, and drove them to the location of the homicide vehicle. Surveillance footage captured what a judge described as 'careful and apparently strategic movements' by Greene before and after the shooting.
Further investigation led to the arrest of 17-year-old Jordan McClaine in July 2025; he is being charged as an adult. The third suspect, 21-year-old Dionzai Parker, was arrested in September 2025 while he was already incarcerated for another offense. All three suspects have been charged with first-degree murder while armed. The case against them is ongoing, with prosecutors describing it as an 'overwhelmingly strong case that will just continue to get stronger.'
