In the early evening of August 9, 2016, the sound of gunshots shattered the quiet of a Northeast Washington, D.C. neighborhood. When police arrived at the 4500 block of Quarles Street NE around 7:15 p.m., they found 32-year-old Deonta Farrar suffering from multiple gunshot wounds.
