On the night of Friday, September 1, 2023, a sense of normalcy was shattered in the 100 block of Farragut Street, Northwest, in Washington, D.C. It was there, at approximately 11:09 p.m., that 43-year-old Richard Ruffin III, a Black male resident of Silver Spring, Maryland, became the victim of a fatal shooting.
