Responding to a report of a shooting, officers from the
Metropolitan Police Department's Seventh District arrived at the scene to a grim discovery. They found Raymond Leon Ballard unconscious and not breathing, suffering from gunshot wounds. Emergency medical personnel swiftly transported him to a nearby hospital in a desperate attempt to save his life. Despite their efforts, Ballard succumbed to his injuries and was pronounced dead.
The Metropolitan Police Department's Homicide Branch immediately launched an investigation into the fatal shooting.
