On a cool evening in Southeast Washington, the tranquility of an apartment complex parking lot was shattered by the sound of gunfire. It was shortly after 7 p.m. on Thursday, November 23, 2017, when 43-year-old Joseph Phill Smith was fatally shot. The incident occurred in the 2400 block of Elvans Road SE, at the Forest Ridge and the Vistas apartments, situated between the Barry Farm and Fort Stanton neighborhoods.
