Jordan Peck, a Black/African American male, 18, was found late on the morning of January 25, 2015, lying near the railroad tracks that run between Division Street and Walker Road in Dover, Delaware. Officers were called at about 10:30 a.m., and the discovery quickly shifted from a “suspicious death” inquiry to a homicide investigation after it was determined Peck had been shot twice—once in the head and once in the upper torso.
