Rodney L. Miller Jr., a 25-year-old Black man from Dover, Delaware, was killed on the evening of February 28, 2017, when gunfire erupted at the Towne Point Apartments. At approximately 7:40 p.m., a Dover police officer patrolling near the complex at 820 Carvel Drive heard several shots ring out. The officer immediately began checking the property and soon discovered Miller inside a parked vehicle behind the apartment buildings.
