In the quiet early morning hours of Sunday, June 28, 2026, the city of Dover, Delaware, was irrevocably altered by an act of violence that claimed the life of 18-year-old Christopher Waters. Just after midnight, at approximately 12:13 a.m., the sound of gunfire shattered the peace in the Capital Green neighborhood, prompting numerous calls to the Dover Police Department.
