On the evening of May 15, 2021, a 23-year-old Black man named Javon D. Jones was a patron at the Uplift Barber Shop on Governors Avenue in Dover, Delaware. At approximately 5:42 p.m., the normal course of the day was shattered when an unknown male entered the barbershop and fired multiple shots at Jones, striking him in the upper torso.
