Kelvin Powers Jr., 30, a Black male, was found shot multiple times inside his apartment at 7 Amstel Drive, Apt. 33, in the William Penn Village Apartments in New Castle, Delaware, on the evening of February 11, 2015. Officers were dispatched around 6:55 p.m., and he was pronounced dead at the scene.
