Jamar “Young Kolb” Kilgoe, a 31-year-old Black/African American male, was fatally shot on the afternoon of February 16, 2015, inside the Rose Hill Community Center at 19 Lambson Lane in New Castle, Delaware. At approximately 2:50 to 3:00 p.m., New Castle County police officers were dispatched to the center after receiving a report of a shooting. When officers arrived, they found Kilgoe suffering from a single gunshot wound.
Police, paramedics, and other emergency medical personnel attempted to save him, but he died from his injuries.
Investigators determined that Kilgoe had been inside a recording studio located on the lower level of the community center when an unknown man shot him. The killing occurred in the middle of the afternoon in a building used by people of many ages. Reports at the time noted that teenagers, younger children, and other people were inside the center when the gunfire occurred, but no one else was reported injured. The circumstances made the shooting particularly troubling to investigators because the gunman entered a community facility, carried out the attack, and managed to escape without being immediately identified or captured.
Police quickly developed a description of the suspected shooter. He was described as a man with a large build who was wearing a light-colored hooded sweatshirt, dark pants, and dark shoes. Investigators obtained surveillance footage that they believed showed the suspect after he left the Rose Hill Community Center and released the footage publicly in an effort to identify him. Later publicity surrounding the investigation also included an image of a vehicle believed to be associated with the suspect, described as possibly being a Cadillac. Despite those investigative leads and the release of surveillance material, authorities did not announce that they had established the gunman’s identity.
Kilgoe was a Wilmington resident and was also known as “Young Kolb.” His death left behind family members, including his children, and the investigation continued after the initial search for the shooter produced no publicly announced arrest. By the following year, New Castle County officials were still specifically asking the public for information about his killing and included his case among unsolved violent crimes for which reward money was being offered. Authorities repeatedly emphasized that information leading to the person responsible could help bring the investigation to a conclusion.
Years later, Kilgoe’s homicide remained under investigation by the New Castle County Division of Police Cold Case Unit. Police again publicized the case in 2020, describing it as an unsolved homicide and asking anyone who knew what happened inside the Rose Hill Community Center to come forward. The department continued to identify the basic circumstances of the case: Kilgoe was found suffering from a single gunshot wound after officers responded to the community center, emergency personnel attempted to save him, and he died at the scene.
As of the New Castle County Police Department’s February 16, 2026 cold-case notice—eleven years after the killing—the homicide was still officially being treated as an unsolved cold case. The department stated that its Criminal Investigations Unit and Cold Case Unit were continuing efforts to resolve the case. No arrest, criminal charge, prosecution, trial, or conviction connected to Kilgoe’s murder has been publicly announced, and the shooter remains unidentified in the department’s public information. Police continue to seek information from anyone who may know who shot Jamar Kilgoe or what led to the deadly encounter inside the Rose Hill Community Center.
