In the pre-dawn hours of May 3, 2017, a burst of violence shattered the quiet of a Dover, Delaware apartment complex, leaving 44-year-old Lamare Kiser, a Black male, dead. Around 2:35 a.m., multiple 9-1-1 calls reported a shooting at the Alder Park Apartments on Webbs Lane. Responding troopers and Dover Police officers discovered Kiser inside his apartment, suffering from multiple gunshot wounds. Despite the efforts of emergency medical services, he was pronounced dead at the scene.
