In the pre-dawn hours of May 3, 2017, a burst of violence shattered the quiet of a Dover, Delaware apartment complex, leaving 44-year-old Lamare Kiser, a Black male, dead. Around 2:35 a.m., multiple 9-1-1 calls reported a shooting at the Alder Park Apartments on Webbs Lane. Responding troopers and Dover Police officers discovered Kiser inside his apartment, suffering from multiple gunshot wounds.
