Jarmar D. Richardson, an 18-year-old Black male from Dover, was fatally shot on the night of September 12, 2019, in the Village at McKee Branch community. At approximately 10:32 p.m., Dover police officers were dispatched to the 200 block of Harmony Lane after reports of gunfire echoed through the residential neighborhood. When officers arrived, they found Richardson suffering from multiple gunshot wounds to his upper body.
