Jarmar Richardson, 18, a Black male from Dover, was struck down on a late-summer night that began like any other. Around 10:30 p.m. on September 12, 2019, shots tore through the quiet of the 200 block of Harmony Lane in The Village at McKee Branch. Officers arrived within minutes and found him suffering from multiple gunshot wounds to his upper body.
