Arrick Richards, a 41-year-old Black man, walked into the Coastal Taproom on John J. Williams Highway near Rehoboth Beach just after midnight on February 20, 2022, with his wife and mother-in-law. What started as late-night banter over a pool table turned tense within minutes.
