Jamar Parker, 32, male, Black, left his Oxon Hill home in the predawn dark and was shot to death along the 1900 block of Naylor Road SE in Washington, D.C., on Thursday, February 24, 2005. Police were alerted around 5:20 a.m. and found Parker mortally wounded on the street, an attack that shattered the quiet of the neighborhood just as the day was starting.
