In the late hours of an autumn evening in Washington, D.C., the life of James Baxter, a 46-year-old male from Bowie, Maryland, was tragically cut short. On Wednesday, October 16, 2013, at approximately 11:09 p.m., police responded to the sound of gunshots in the 500 block of 48th Place, Northeast. Upon arrival, they discovered Mr. Baxter in a rear alley, suffering from multiple gunshot wounds.
