Dominique Rontae Franklin, a 16-year-old from Southeast Washington, D.C., was found dead on August 30, 2019. His body was discovered with multiple gunshot wounds in an abandoned public housing unit located in the 200 block of M Street SW. The discovery was made by construction workers who immediately alerted the authorities. Despite the presence of a surveillance camera directly above the unit, it was not operational at the time of the incident, complicating the investigation.
