On a warm Saturday evening in Washington, D.C., the air at a community block party was filled with the sounds of go-go music and the laughter of families. But the festive atmosphere in the 2600 block of Birney Place, SE, was shattered at approximately 8:23 p.m. on September 17, 2016. In an abrupt outbreak of violence, gunfire erupted, sending attendees running for cover. When the chaos subsided, nine people had been shot. Among the fatally wounded was Scorpio-Rodney Alonzo Phillips, a 31-year-old Black man.
Phillips was one of two people who lost their lives in the mass shooting that evening. The other victim was 18-year-old Zoruan Otto Harris. Seven other individuals, including an 8-year-old boy, sustained injuries but were expected to recover. Witnesses described a terrifying scene as at least 40 shots were fired, turning the community event, known as 'Dorsey Day,' into a scene of carnage.
The motive for the shooting was not immediately clear, and the brazen nature of the attack in a crowded public space left the community in shock.
In the aftermath of the shooting, the Metropolitan Police Department launched a homicide investigation. They appealed to the public for any information that could lead to the identification and apprehension of those responsible for the violence. A reward of up to $25,000 was offered for information leading to the arrest and conviction of the person or persons involved in the murder of Scorpio Phillips. Despite these efforts, authorities have not publicly identified any suspects in the case, and no arrests have been announced. The investigation into the shooting remains ongoing, leaving a community searching for answers and a family mourning a life cut short by sudden violence.
