Julia Maria Otero, a 33-year-old Puerto Rican woman, was tragically murdered on January 15, 1974, in Wichita, Kansas. She was known as Julie Burgos Ruiz Otero and was a devoted wife and mother. Julia, along with her husband Joseph Otero and two of their children, Joseph Jr. and Josephine were the first victims of the notorious BTK serial killer, Dennis Rader. The family had recently moved to Wichita, where Joseph Otero, a 38-year-old Puerto Rican man, worked as an Air Force technician.
