In the late summer of 1978 in Philadelphia, a young Black man named Cornell Warren, aged 20, lost his life at the hands of a police officer. The incident unfolded on September 23, 1978, after Warren had been taken into police custody for a traffic violation. While being escorted, and with his hands cuffed behind his back, Warren made an attempt to flee. It was during this escape attempt that he was shot and killed by a white police officer, Thomas Bowe.
