Ruben Moreno, a 33-year-old Hispanic male from Cedar Hill, Texas, tragically lost his life on September 25, 2016. He was fatally shot while inside his vehicle near Spur 408 in Dallas. The incident was part of a larger crime spree carried out by the suspect, Juan Navarro Rios, who was later identified as Guillermo Luviano Franco.
