Jalil Smith, a 23-year-old male of African American ethnicity from Harrisburg, PA, tragically passed away on October 28, 2015. He was found shot multiple times near 13 Row Hall Manor early in the morning and died at the scene. The Harrisburg Police Department identified him as the victim of an early morning homicide.

On May 28, 2016, Jabri G. “Breezy” Brown, a 25-year-old resident of Harrisburg, was arrested and charged with first-degree murder in connection with Smith's death. Brown was also charged with persons not to possess a firearm and carrying a firearm without a license. According to the criminal complaint, Brown and Smith had been texting on the night of the incident, and Brown allegedly told Smith to meet him at 13 Row Hall Manor. When Brown arrived at the location, he shot Smith multiple times, leading to his death.
Brown was remanded to Dauphin County Prison without bail, awaiting trial for the charges related to Smith's murder. The case drew significant attention in Harrisburg, with the police urging anyone with information to come forward and assist in the investigation.
