William Maurice Dowling, a 25-year-old male from Philadelphia, tragically lost his life on November 12, 2017, in Williamsport, PA. Dowling was found shot to death along Poco Farm Road in Loyalsock Township. According to the Lycoming County Coroner, Dowling had a slight pulse when paramedics arrived, but he ultimately succumbed to his injuries en route to the hospital.
An autopsy revealed that Dowling was shot multiple times, including a fatal shot to the chest.
The investigation into Dowling's death led to the arrest of Zachary James Williams, a 22-year-old from Williamsport. Williams was charged with third-degree murder, illegal possession of a firearm by a convicted felon, and possession of a firearm without a license. During the preliminary hearing, Joshua A. Cooley, who was with Williams and Dowling at the time of the shooting, testified that Williams shot Dowling following an argument. Cooley also revealed that Williams disposed of the .38 caliber pistol used in the shooting, which was later recovered.
Williams pleaded guilty to the charges and was sentenced to 18 1/2 to 45 years in state prison. Additionally, a federal judge added a 10-year sentence for possession of a firearm by a felon. The case highlighted the tragic consequences of a dispute escalating into violence, leaving Dowling's family and friends to mourn his untimely death.
