On a Monday evening in Philadelphia, a mother’s last phone call with her son was a routine check-in. It was 6:36 p.m. on October 10, 2022, when Jasmine Wilcox spoke to 13-year-old Jeremiah Nasir Wilcox, a male eighth-grader who was just outside a friend's house in his West Oak Lane neighborhood.
