Herbert Daniel Webb III, a 39-year-old African American man from Shreveport, Louisiana, tragically lost his life on July 23, 2014. Herbert was well-known in his community, having served in the United States Army Reserves and pursued higher education at both The University of Louisiana, Lafayette, and Southern University, Baton Rouge.
