Shanette Carter, a 31-year-old African American woman, tragically lost her life on November 10, 2018, in Ringgold, Louisiana. The incident occurred at the Bienville One apartments on Military Road, where she was fatally shot by a stray bullet. The Bienville Parish Sheriff, John Ballance, reported that the bullet entered her apartment while she was sitting on her couch.
