Sebastian Tovar, an 18-year-old male from Waukegan, Illinois, tragically lost his life on August 29, 2021. On that fateful Sunday morning, Tovar was discovered with a gunshot wound to the head near the intersection of Lewis Avenue and Lydia Street in Waukegan. The Waukegan Fire Department, responding to an unrelated call, found him bleeding on the sidewalk.
