Sebastian Tovar, an 18-year-old male from Waukegan, Illinois, tragically lost his life on August 29, 2021. On that fateful Sunday morning, Tovar was discovered with a gunshot wound to the head near the intersection of Lewis Avenue and Lydia Street in Waukegan.
