Devante Flowers, a 25-year-old African American male from Park City, Illinois, tragically lost his life on January 21, 2018, in Waukegan, Illinois. The incident occurred early in the morning when the Waukegan Police Department responded to a report of a vehicle crash in the front yard of a house in the 300 block of Franklin Street.
