At 33 years old, Stepnowski, a male officer, was known for his unwavering commitment to his work and his enthusiastic spirit. He had served with the DeKalb Police Department for 12 years and was a valued member of the elite SWAT team, previously having been a sheriff's deputy in the metro Atlanta area.

On the evening of Thursday, June 29, 2006, at approximately 7:00 p.m., Stepnowski and his partner were on patrol near the Mountain Crest apartments on North Hairston Road in the Stone Mountain area. They initiated a foot pursuit of a suspicious man, which quickly escalated into a violent confrontation. The suspect opened fire on the officers, striking Stepnowski. Despite receiving a mortal wound, the detective managed to return fire, killing the assailant on the scene. Stepnowski was rushed to DeKalb Medical Center in critical condition, but tragically, he succumbed to his injuries later that night. His final act was one of bravery, ensuring that the dangerous individual could not harm anyone else.
The man who shot Detective Stepnowski was later identified as 25-year-old Lucas D. Palmer of Lacombe, Louisiana. An investigation revealed that Palmer was a fugitive, wanted for a murder in his home state. In the end, there were no arrests to be made in the death of Detective Stepnowski, as the person responsible was killed during the exchange of gunfire. The incident left the community and the law enforcement fraternity in mourning for a fallen hero who made the ultimate sacrifice to protect others.
