The circumstances of his death unfolded in a west Bibb County mobile home park. Ronnie Howard, the 36-year-old boyfriend of the child's mother, was cleaning a handgun when it discharged. The single bullet struck Victor in the face. The couple rushed the young boy to the Medical Center, Navicent Health, but sadly, he was pronounced dead shortly after arrival.
Initially, Howard was charged with reckless conduct and second-degree cruelty to children. However, as the investigation progressed, the charges were upgraded to second-degree murder. Authorities revealed that the handgun involved in the shooting had been previously confiscated from Howard and should not have been returned to him due to prior charges. It also came to light that drug tests indicated Howard had been using methamphetamine in the days leading up to the fatal incident.
Ultimately, Ronnie Howard pleaded guilty to involuntary manslaughter in connection with Victor Carroll's death. A judge sentenced him to the maximum penalty of 10 years in prison for his role in the toddler's shooting.
