Timothy Felts, a 57-year-old male, was tragically killed on April 14, 2019, in Decatur, Georgia. The incident occurred at the Orchard Walk Apartments on Flat Shoals Parkway. Felts was the longtime boyfriend of the mother of Victor Parson, a 33-year-old man from Tennessee. On the day of the incident, Parson and his girlfriend traveled from Knoxville, Tennessee, to visit Parson's mother and Felts.
