Richard Robayo, a 44-year-old man, was fatally shot on February 19, 2020, in East Harlem, New York. The incident occurred in the hallway of the James Weldon Johnson Houses, a public housing development located on East 115th Street near Park Avenue. Robayo was shot in the head on the eighth floor of the building just after 7 p.m. and was pronounced dead at the scene.
