Rigoberto Rouqu Portela, a 50-year-old man, was shot on the night of September 26, 2008, in the Langley Park area near Hyattsville, Maryland. Around 9:50 p.m., patrol officers were dispatched to the 8100 block of 15th Avenue for reports of a shooting. When they arrived, they found Portela suffering from gunshot wounds, and despite the emergency response, he later died from his injuries.
