On January 9, 2019, Regis Payne, a 26-year-old resident of Northeast Washington, D.C., was found dead in Capitol Heights, Maryland. His body was discovered in the 5900 block of Baltic Street, close to the D.C. border and Central Avenue. Payne was found lying unresponsive in the roadway at approximately 8:15 a.m. by a passerby who alerted the authorities.
