On June 19, 2021, Ali K. Hines, a 38-year-old male, was fatally shot in the 1000 block of West Lanvale Street in West Baltimore. The incident prompted an investigation by the Baltimore Police Department, which quickly identified a suspect in the case.
Authorities issued a warrant for the arrest of 32-year-old Justin Powell for the murder of Hines and for handgun charges.
On the morning of July 13, 2021, members of the Baltimore City Warrant Apprehension Task Force located Powell at the Security Square Mall in Woodlawn.
As officers approached to serve the warrant, Powell immediately opened fire on them. The officers returned fire, and in the ensuing shootout, two officers were injured and Powell was fatally wounded. Powell was transported to a local hospital where he was pronounced dead shortly after 10 a.m.
