Stephen O. Flanagan, a 39-year-old patrolman with the Kansas City Police Department, tragically lost his life on May 16, 1903. Officer Flanagan was investigating complaints about a man harassing women and children in the neighborhood of West 14th Street. The suspect, George E. Spencer, was a known robber and swindler who had been causing disturbances in the area for several days.
