Zephen Xaver and the 2019 Sebring Bank Massacre
Overview
On January 23, 2019, 21-year-old Zephen Allen Xaver carried out a carefully planned mass murder inside a SunTrust Bank branch in Sebring, Florida. Xaver entered the bank shortly after 12:30 p.m. armed with a 9mm handgun and wearing a ballistic vest beneath his clothing. He took control of the building, forced five women to lie face down on the floor, and fatally shot each of them. Four of the victims were bank employees, while the fifth was a customer who happened to be inside the branch.
The killings were not committed during a robbery, and investigators found no evidence that Xaver personally knew or specifically targeted any of the victims. Authorities described the massacre as a random but premeditated attack. Evidence later presented in court showed that Xaver had spent time contemplating murder and had prepared for the shooting before entering the bank.
Events Before the Shooting
Xaver was originally from Indiana and had recently been living in Florida. Before the massacre, he briefly trained to become a correctional officer at the Avon Park Correctional Institution. He resigned from that position on January 9, 2019, approximately two weeks before the bank murders.
According to evidence disclosed during the criminal proceedings, Xaver had previously expressed disturbing thoughts about killing people. Shortly before entering the bank, he sent a message to his girlfriend indicating that he intended to die that day and wanted to kill people to discover what it felt like. His statements, preparations and conduct inside the bank demonstrated that the attack was not a sudden reaction to an argument or confrontation.
The Attack at SunTrust Bank
At approximately 12:32 p.m. on January 23, 2019, Xaver entered the SunTrust Bank located along U.S. Highway 27 in Sebring, Highlands County, Florida. He was carrying a Springfield Armory XD 9mm semiautomatic handgun and had concealed a ballistic vest beneath a sweatshirt.
Xaver approached a teller, displayed the handgun and ordered the people in the lobby to gather near a wall with their hands raised. He directed an employee to lock the bank’s doors, preventing the victims from escaping and delaying access by law enforcement officers and emergency medical personnel.
He then ordered the five women to lie face down on the floor, positioning their heads toward the wall. The victims were unarmed, compliant and offered no threat to him. At approximately 12:35 p.m., Xaver began firing at them. He discharged multiple rounds into the women as they lay helpless on the floor. Investigators determined that the victims were struck in the head and upper body in what authorities described as execution-style killings.
One bank employee who had been in a separate break room escaped through a rear exit after hearing the gunfire. That employee reached safety and contacted emergency authorities. The five women who remained in the lobby were killed.
Xaver’s Call to Police
At approximately 12:36 p.m., Xaver called 911 and told the dispatcher that he had shot five people inside the bank. During the call, he returned to the victims and fired additional shots. He also discussed the possibility of shooting himself and reportedly placed the firearm near his own head.
Police officers, Highlands County sheriff’s deputies, negotiators and a SWAT team surrounded the bank. Xaver refused to provide officers immediate access to the victims, resulting in a prolonged standoff. Crisis negotiators attempted to persuade him to put down his weapon and surrender.
Because officers could not safely enter through the locked doors, members of the SWAT team used an armored vehicle to break through the glass front entrance. Xaver eventually placed the handgun down and surrendered. He was taken into custody without being shot or seriously injured.
The Victims
- Cynthia Watson, 65 — Watson was a bank customer who was inside the SunTrust branch on January 23, 2019. She had reportedly been married for less than a month when she was killed. Location: SunTrust Bank, Sebring, Florida.
- Marisol Lopez, 55 — Lopez was a SunTrust teller coordinator and the mother of two children. She was working inside the bank when Xaver forced her and the others onto the floor. Location: SunTrust Bank, Sebring, Florida.
- Ana Piñon-Williams, 38 — Piñon-Williams was a bank employee undergoing training and was the mother of seven children. She was working at the branch when the massacre occurred. Location: SunTrust Bank, Sebring, Florida.
- Debra Cook, 54 — Cook was a SunTrust teller, a mother of two and a grandmother. She was among the employees ordered to lie face down before being fatally shot. Location: SunTrust Bank, Sebring, Florida.
- Jessica Montague, 31 — Montague was a banker, the mother of one child and the stepmother of four children. She was working inside the branch at the time of the attack. Location: SunTrust Bank, Sebring, Florida.
Arrest and Criminal Charges
Following his surrender, Xaver was charged with five counts of first-degree premeditated murder. He was held without bond and initially entered a plea of not guilty on February 22, 2019. Prosecutors announced that they would seek the death penalty because the murders involved multiple victims, extensive planning and especially cruel circumstances.
The criminal case was delayed for several years by legal disputes, changes in attorneys, the COVID-19 pandemic and other procedural issues. On March 14, 2023, Xaver abandoned his not-guilty plea and pleaded guilty to all five counts of first-degree murder. His guilty pleas eliminated the need for a trial to determine responsibility, but a separate penalty proceeding was still required to decide whether he would receive death sentences or life imprisonment without parole.
Penalty Trial
During the 2024 penalty trial, prosecutors presented evidence describing the preparation for the massacre, the helpless condition of the victims and the fear they experienced before being killed. The prosecution argued that Xaver selected a public location, armed himself, wore protective equipment, locked the victims inside and methodically shot them after forcing them onto the floor.
The defense presented numerous mitigating factors. Attorneys discussed Xaver’s history of mental illness, reports of psychological problems, a benign brain tumor, his troubled upbringing and his behavior while incarcerated. The defense maintained that these circumstances supported sentences of life imprisonment without parole rather than death.
The jury was not required to reach a unanimous decision under Florida law. In June 2024, jurors voted 9-3 to recommend that Xaver receive the death penalty. The recommendation applied to the murders of all five women.
Death Sentences
On December 16, 2024, Circuit Judge Angela Cowden formally sentenced Zephen Xaver to death for the five murders. The judge concluded that the aggravating circumstances, including the planning, the number of victims and the calculated manner in which the women were killed, outweighed the mitigating evidence presented by his attorneys.
The court characterized the massacre as calculated, heinous and cruel. Xaver showed little visible emotion as the sentences were imposed. Because death sentences receive mandatory appellate review, the case entered Florida’s lengthy automatic appeal process following the sentencing hearing.
Motive and Planning
Investigators did not identify a personal grievance against SunTrust Bank or any of the five victims. The attack was not an attempted robbery, and Xaver did not enter the bank to demand money. Authorities concluded that the women were selected because they happened to be present when he decided to carry out his desire to kill.
Statements attributed to Xaver indicated that he had experienced homicidal and suicidal thoughts before the massacre. His message to his girlfriend immediately before the shooting, his possession of a ballistic vest and his deliberate control of the bank supported the prosecution’s argument that the murders had been planned rather than committed impulsively.
Community Impact and Memorial
The murders devastated Sebring, a relatively small community in central Florida. Vigils and memorial services were held for the five victims, whose families described them as mothers, coworkers, friends and loved ones whose lives had been taken without reason.
The SunTrust Bank building was later demolished. A memorial known as Reflection Park was established at the former bank site. The park includes a five-sided memorial feature representing Cynthia Watson, Marisol Lopez, Ana Piñon-Williams, Debra Cook and Jessica Montague. The location now serves as a permanent place of remembrance for the five women killed on January 23, 2019.
