Zephen Xaver and the 2019 Sebring Bank Massacre

Overview

On January 23, 2019, 21-year-old Zephen Allen Xaver carried out a carefully planned mass murder inside a SunTrust Bank branch in Sebring, Florida. Xaver entered the bank shortly after 12:30 p.m. armed with a 9mm handgun and wearing a ballistic vest beneath his clothing. He took control of the building, forced five women to lie face down on the floor, and fatally shot each of them. Four of the victims were bank employees, while the fifth was a customer who happened to be inside the branch. The killings were not committed during a robbery, and investigators found no evidence that Xaver personally knew or specifically targeted any of the victims. Authorities described the massacre as a random but premeditated attack. Evidence later presented in court showed that Xaver had spent time contemplating murder and had prepared for the shooting before entering the bank.

Events Before the Shooting

Xaver was originally from Indiana and had recently been living in Florida. Before the massacre, he briefly trained to become a correctional officer at the Avon Park Correctional Institution. He resigned from that position on January 9, 2019, approximately two weeks before the bank murders. According to evidence disclosed during the criminal proceedings, Xaver had previously expressed disturbing thoughts about killing people. Shortly before entering the bank, he sent a message to his girlfriend indicating that he intended to die that day and wanted to kill people to discover what it felt like. His statements, preparations and conduct inside the bank demonstrated that the attack was not a sudden reaction to an argument or confrontation.

The Attack at SunTrust Bank

At approximately 12:32 p.m. on January 23, 2019, Xaver entered the SunTrust Bank located along U.S. Highway 27 in Sebring, Highlands County, Florida. He was carrying a Springfield Armory XD 9mm semiautomatic handgun and had concealed a ballistic vest beneath a sweatshirt. Xaver approached a teller, displayed the handgun and ordered the people in the lobby to gather near a wall with their hands raised. He directed an employee to lock the bank's doors, preventing the victims from escaping and delaying access by law enforcement officers and emergency medical personnel. He then ordered the five women to lie face down on the floor, positioning their heads toward the wall. The victims were unarmed, compliant and offered no threat to him. At approximately 12:35 p.m., Xaver began firing at them. He discharged multiple rounds into the women as they lay helpless on the floor. Investigators determined that the victims were struck in the head and upper body in what authorities described as execution-style killings. One bank employee who had been in a separate break room escaped through a rear exit after hearing the gunfire. That employee reached safety and contacted emergency authorities.
