Chad N. Rouse, a 20-year-old resident of Kokomo, Indiana, tragically lost his life on November 15, 2006. On that day, officers responded to a call at a residence on Armstrong Street, where they discovered Rouse had been fatally shot. According to reports, an unidentified man entered the home with the intent to rob it, leading to a confrontation with Rouse. During the struggle, Rouse was shot in the back, resulting in his death.
