In the quiet city of Kokomo, Indiana, the life of 20-year-old Chad N. Rouse was tragically cut short on November 15, 2006. On that day, officers were dispatched to a residence on Armstrong Street, where they discovered Rouse had been fatally shot. According to a witness at the scene, an unidentified man had entered the home with the intent to commit robbery, leading to a physical altercation with Rouse.
