On the evening of April 14, 2013, a sense of unease settled over the 1500 block of West 27th Street in Indianapolis. Just before 7:30 p.m., the sound of gunfire shattered the quiet, and when police arrived, they found 31-year-old Timothy Loynes, a Black male, suffering from a gunshot wound. He was pronounced dead at the scene, leaving behind a family and a community to grapple with the sudden and violent loss.
