In the late hours of October 20, 2015, Richard E. Noel Jr., a 25-year-old African-American man, was at his residence in the 3400 block of Arthington Boulevard in Indianapolis. A knock at the door prompted him to answer, and in that moment, his life was tragically cut short. Richard was met with gunfire and sustained multiple gunshot wounds. When the Indianapolis Metropolitan Police Department arrived, they found him deceased at the scene.
