David W. Phelps Jr., a 19-year-old from Indianapolis, Indiana, tragically lost his life on June 16, 2015. Phelps was found dead in his home located in the 3100 block of Cluster Pine Drive, near East 30th Street and North German Church Road. The Indianapolis Metropolitan Police Department (IMPD) responded to a report of a person shot at around 2:30 a.m. Upon arrival, officers discovered evidence of forced entry into the home and found Phelps deceased inside.
