Patrolman William S. Winningder of the Portsmouth Police Department in Virginia was tragically killed on August 11, 1908. The incident occurred in front of 315 Glasgow Street while he was attempting to arrest a man wanted for beating his wife. During the arrest attempt, the suspect managed to gain control of Patrolman Winningder's service revolver and fatally shot him.
