In the early morning hours of August 27, 2013, the sound of gunfire shattered the quiet on Carol Lane in Portsmouth, Virginia. Responding to multiple 911 calls, police officers arrived to a grim discovery. There, they found 56-year-old Elvis Cornell Ricks, a resident of nearby Suffolk, suffering from a fatal gunshot wound to the head.
