In the early morning hours of October 12, 2013, a homecoming after-party for Hampton University alumni at the Magnuson Hotel on Omni Boulevard in Newport News, Virginia, turned tragic. Victor Rasheem Russell, a 23-year-old male, was fatally shot in the chest in the hotel's parking lot. The incident occurred around 2:00 AM when Newport News police officers, who were working extra duty at the hotel, heard gunshots and responded to the scene.
Upon their arrival, they discovered two men with gunshot wounds. Victor Russell was pronounced dead at the scene, while the other victim, a 23-year-old Hampton man, was transported to a local hospital with non-life-threatening injuries.
The investigation into the shooting revealed that the violence began with an altercation inside the party that spilled out into the parking lot. The dispute reportedly started when a 24-year-old man named Matthew O'Neil Allen approached Russell and his friend, Lavonte Battle, who were conversing with two women, one of whom was Allen's girlfriend. The confrontation escalated into a physical fight in the parking lot, during which Allen allegedly drew a firearm and shot Russell.
Following the incident, Matthew O'Neil Allen was arrested and faced several charges, including second-degree murder, malicious wounding, and two counts of using a firearm in the commission of a felony. However, the legal proceedings took an unexpected turn in 2014 during a probable cause hearing. Witnesses testified that Russell and Battle had been the aggressors in the altercation and that Allen had been defending himself when the fatal shot was fired. Based on this testimony, a judge concluded that there was insufficient evidence to proceed with the charges against Allen, and all charges were subsequently dismissed.
