On a cold January night in 2014, the life of 19-year-old Tevin Brown was cut short by gunfire in Norfolk, Virginia. The fatal shooting occurred on the evening of January 14th, in the 9600 block of 8th Bay Street. Emergency services were dispatched to the scene following reports of a shooting at approximately 9:22 p.m.
