In the late afternoon of August 10, 2014, the sound of several gunshots shattered the quiet of a Chesapeake, Virginia neighborhood. When residents in the 1600 block of Weber Avenue in the Indian River section of the city looked outside, they were met with a tragic scene. A young man, 27-year-old Andrew Dominguez, was lying on the ground outside an apartment building, having been shot.
