On July 19, 1988, the body of 26-year-old Joseph Ray was found on the on-ramp to Interstate 64 from South Military Highway in Chesapeake, Virginia. His decomposed body was discovered after he had been missing for a week, having last been seen on July 12, 1988. The cause of death was determined to be strangulation, and the case was quickly ruled a homicide.
