In the late hours of a Monday evening in Richmond, Virginia, the life of Andre' Stephan Todd, a 26-year-old man, was tragically cut short. On September 15, 2014, gunshots echoed through the Meadow Creek Apartments on Hull Street. Responding to the call, which came in around 10:37 p.m., Richmond Police officers discovered the bodies of Andre Todd and a 26-year-old woman, Saquenta Dixon, in the parking lot.
