In the late hours of a Monday evening in Richmond, Virginia, the life of Andre' Stephan Todd, a 26-year-old man, was tragically cut short. On September 15, 2014, gunshots echoed through the Meadow Creek Apartments on Hull Street. Responding to the call, which came in around 10:37 p.m., Richmond Police officers discovered the bodies of Andre Todd and a 26-year-old woman, Saquenta Dixon, in the parking lot. Both had been fatally shot and resided in an apartment at the complex.
The medical examiner would later confirm the cause and manner of their deaths.
Andre, known affectionately as 'Dre,' was born on April 25, 1988, in Washington, DC. A graduate of the Appomattox Regional Governor's School, he had pursued further studies at Chowan University and John Tyler Community College. At the time of his death, he was an employee of Purdue Farms, Inc. in Prince George, Virginia. The investigation into the double homicide quickly developed a person of interest.
The Richmond Police Department identified Mark 'Clean Up' Skeete, a 28-year-old with no fixed address, as the primary suspect. Warrants were issued for his arrest on multiple charges, including two counts of murder and two counts of using a firearm in the commission of a felony. Investigators also linked Skeete to an attempted murder case involving two other individuals that occurred just two days after the Hull Street shootings. The search for Skeete extended beyond Virginia, and he was eventually apprehended in Raleigh, North Carolina, on firearms charges. Authorities then began the process of extraditing him back to Richmond to face the charges related to the murders of Andre Todd and Saquenta Dixon. The case was particularly unsettling for the community due to the violent nature of the crime and the discovery of a one-year-old child, unharmed, inside the apartment where the shooting took place.
