In the early morning hours of July 26, 2015, the life of 33-year-old Jarrod E. Lamb, a Black male, was tragically cut short on a street in Norfolk, Virginia. Just before 4 a.m., the sound of multiple gunshots echoed through the 400 block of Chapel Street, prompting a 9-1-1 call.
